Amendment #1 - Section 2: Elected Positions
Current:
Elected positions are filled by vote of the membership. Elections will occur annually. In odd numbered years the following positions will be voted upon in the election: President, Secretary, and 2 At Large Members. In even numbered years the Vice President, Treasurer, and the other 3 At Large Members will be up for election. The term of all elected positions is two years commencing on July 1st and terminating on June 30th (with the exception that for the 2011 election the Vice President, Treasurer, and 3 At Large Members with the lowest numbers of votes will serve only one year in order to facilitate the change from biannual elections of the entire board to annual elections of either 4 or 5 board members). Each elected position carries with it voting privileges (one vote) at meetings of the Executive Board. No individual shall hold more than one elected position with the exception of an individual being temporarily appointed to hold a second elected position in an "acting" capacity; that person shall not have a second vote on the Executive Board.
Proposed:
Elected positions are filled by vote of the membership. The term of all elected positions is two years commencing on July 1st and terminating on June 30th. Each elected position carries with it voting privileges (one vote) at meetings of the Executive Board. No individual shall hold more than one elected position with the exception of an individual being temporarily appointed to hold a second elected position in an "acting" capacity; that person shall not have a second vote on the Executive Board.
Description of the change:
Instead of having yearly elections of half the board every year we propose to return to holding elections of the entire board every other year, beginning in 2015. If this bylaw change is approved, all board positions will be up for re-election in 2015, which will effectively extend the board tenure of the current Treasurer, Vice President, and 3 At Large Members by one year. These positions are currently held by Sam Tarnauskas, Jeffry Powell, Krissy Norrman, Dave Mello, and Corrinne Archibald.
Reasons for:
Annual elections have seemed to be too frequent and may have decreased voter participation and member interest in running for board positions. Since yearly elections started most board members have run unopposed and member interest in participating in board meetings has declined. Organizing and holding elections on a yearly basis has proven to be a very time consuming task.
Reasons against:
This change was originally made to preserve continuity on the board and eliminate the possibility of a situation where the majority of the board is replaced in a single election. Members may not want to extend the tenures of several current board members by an extra year.
